New Mexico has a complex gambling past. When the Indian Gaming Regulatory Act was signed by the House in 1989, it looked like New Mexico would be one of the states to cash in on the Amerindian casino bandwagon. Politics guaranteed that wouldn’t be the case.
The New Mexico governor Bruce King announced a panel in 1990 to discuss a contract with New Mexico American Indian tribes. When the task force arrived at an accord with 2 big local bands a year later, the Governor declined to sign the bargain. He would hold up a deal until Nineteen Ninety Four.
When a new governor took over in 1995, it seemed that Indian gambling in New Mexico was now a certainty. But when Governor Gary Johnson passed the contract with the Indian tribes, anti-wagering groups were able to hold the deal up in the courts. A New Mexico court ruled that Governor Johnson had out stepped his bounds in signing the accord, thus costing the state of New Mexico hundreds of thousands of dollars in licensing revenues over the next several years.
It required the Compact Negotiation Act, signed by the New Mexico legislature, to get the process moving on a full compact amongst the Government of New Mexico and its American Indian tribes. A decade had been squandered for gaming in New Mexico, including Indian casino Bingo.
The nonprofit Bingo industry has gotten bigger since Nineteen Ninety-Nine. That year, New Mexico not for profit game owners acquired only $3,048. This number grew to $725,150 in 2000, and exceeded one million dollars in 2001. Non-profit Bingo earnings have increased steadily since then. Two Thousand and Five witnessed the greatest year, with $1,233,289 earned by the owners.
Bingo is categorically favored in New Mexico. All types of owners look for a piece of the action. Hopefully, the politicos are done batting around gambling as a hot button issue like they did in the 1990’s. That is most likely hopeful thinking.
